This decorative piece has defeated us. We are unable to positively identify a manufacturer or even a country or origin. Silver and pewter overlays with and without cabochons were widely deployed as decorative media in all of Europe from the mid 1860s for a period of at least seventy years. There were also glass importers in Britain of such items and the overlay was applied in Birmingham. Chester and Manchester.
