Very similar and almost identical examples have been described as commemoratives for everything from the Battle of Quiberon Bay 1759 ( Hubbard Collection) to Cape St Vincent 1780 and Camperdown and others during the French Revolutionary wars. It is safe to say that this is patriotic and from an era when Britain really did rule the waves.
