This has been problematic. A concentric close pack design was used in the base of much smaller drinking glasses by Whitefriars. Walsh Walsh and Arculus. Saint Louis also produced wine glasses in the mid 19th century with concentric close pack designs.
Walsh Walsh experimented with close pack millefiori in drinking glasses in the 1920s as did HG Richardson in the late 19th century and finally Hill Ouston were making perfume bottles and possibly wine glasses with millefiori in the 1930s.
The concentric is not air beaded and this tends to be associated with Saint Louis. the colour scheme is most similar to old English millefiori examples . Murano is also a possibility but this is lead glass and very heavily blown.
This is the most circuitous way of making no attribution. We strongly favour Walsh Walsh or Arculus.
