All too frequently described as being "Georgian". The decoration on the feet was applied on a threading machine not trailed by hand. The even distribution of the threads and monotonic thickness of the trailing is a sure-fire indicator. They were originally intended for Hock wine, Queen Victorias favourite tipple.
