This may have been manufactured at any time form 1860 to 1880. In the weights and measured act of 1878 it became mandatory for measures for be marked. Fill lines were added to existing measures and newly made measures were marked at the manufacturer. The fill line on this example is inexact and it spirals a little. This strong suggests that it pre-dates the 1878.
